OSS, or more specifically PNI tools, is the primary mechanism that enables planners, operators, and technicians (astronauts) to communicate consistently and coordinate activities that ensure that physical infrastructure performs its primary role – delivering network services to customers.

Here is the analogy to the tools trunks. The physical installation, consisting of cables, splice housings, patch panels, etc., is constantly on the “other side of the moon” with no possibility of communicating back to the mission control center (ie, Network Operation Centers).
These passive devices do not have an API, they cannot report their current status, performance, connectivity, etc.
OSS are an essential tool for the success of telecommunications missions. These are tools that enable designers to design, plan, and track the construction of a physical network.
Pni tools that allow field workers to see if the network is set up as planned (or deviating from plan).
These are tools that allow central operational groups to understand what ‘should’ be happening while waiting for field reports.
